Unlike state governments, which can pass almost any law pursuant to the state government's power to promote the public health, morals, safety, and the general well-being of its citizens, Congress can only legislate in the areas granted to it by the Constitution. Yet, under the Supremacy Clause, any state law conflicting with federal law is invalid. If you need to research federal law, this is the class for you.
